On a day-to-day basis, this person will: - Analyze tender notices and technical specifications to prepare commercial and technical proposals according to requests from public and private entities. - Recommend and validate teams and technical portfolios based on the company’s technical capability certificates. - Prepare commercial proposals for tenders, including pricing analysis, unit cost composition, labor costs, BDI (Indirect Costs and Profits), charges, and taxes. - Ensure that pricing proposals strictly comply with the requirements stipulated in tender notices. - Interact with various departments within the company to obtain information and compile pricing proposals. - Review qualification documents and technical/commercial proposals, ensuring compliance with bidding requirements. - Conduct technical site visits to assess client specifications, thereby preparing proposals tailored to specific demands. - Participate in in-person or electronic bidding processes, following established procedures. - Monitor bidding progress, ensuring proper document management and adherence to regulatory deadlines. - Follow the bidding process from publication through to conclusion. - Manage bidding opportunities and schedules using specialized software. - Prepare clarifications and respond to inquiries during bidding processes. - Stay updated on bidding legislation and procedures, as well as related tools. - Analyze and manage technical capability certificates issued to engineering consulting firms. - Evaluate competitors’ documents and support administrative procedures within the department. - Manage technical portfolios and prepare ARTs (Technical Responsibility Annotations). **Essential Requirements:** ------------------------------ Completed undergraduate degree in Engineering or Architecture with active CREA/CAU registration. Proficiency in Microsoft Office Suite (Excel, Word, Outlook, and PowerPoint). Minimum five (5) years of experience in the bidding area, including preparation and evaluation of price proposals, and analysis of technical capability certificates and professionals. Knowledge of the Public Procurement Law and bidding processes.
