TENDER ASSISTANT
Position: Permanent.
Work Model: 100% on-site;
Working Hours: 7:52 AM to 6:00 PM;
Schedule: Monday to Friday;
Work Location: Rua Sete de Setembro, 16, Kobrasol, São José–SC, CEP 88102-030.
MANDATORY REQUIREMENTS:
Bachelor's degree completed in Law, Public Administration, Public Management, Economics, or related fields;
Intermediate Microsoft Office skills;
Experience with Google Workspace;
Completion of extracurricular courses or postgraduate studies in Administrative Law, Contract Management in Public Administration, or Public Tendering in Public Administration will be considered a plus;
Minimum 1 year of relevant experience.
PREFERRED PREVIOUS EXPERIENCE:
Previous employers: HAJ Info, HardLink, HervalTech, Perfil Computadores, Domo Soluções.
Tender Support or Assistant roles, with hands-on experience in Electronic Auctions (Pregões Eletrônicos);
Knowledge of the following laws:
Law No. 8,666/93 (Public Tendering and Administrative Contracts Law);
Law No. 14,133/21 (New Public Tendering and Administrative Contracts Law);
Law No. 10,520/02 (Auction Law) and Decree No. 10,024/19 (Electronic Auction Decree).
SPECIFIC KNOWLEDGE, CERTIFICATIONS AND REQUIRED CERTIFICATES:
Knowledge of organizing and renewing company documentation: Federal, State, Municipal, Labor, and FGTS Certificates of Negative Debt (CNDs), etc.;
Familiarity with service contracts—with or without exclusivity of labor—is desirable.
TECHNICAL PROFILE:
We seek a professional with solid experience in managing and participating in tender processes within the technology sector—particularly supporting Dell’s operations for hardware solution delivery. Proficiency in prospecting, analyzing, and executing tenders—including reading and interpreting official bulletins, screening and scheduling opportunities in Pipefy, creating and organizing folders, and tracking deadlines and documentation.
Expertise in developing commercial and technical proposals, including budget preparation, cost analysis of products and services, solution sizing, setting competitive pricing, and aligning with Terms of Reference (TR) requirements. Experience registering and maintaining profiles on public procurement portals (e.g., SICAF), issuing and tracking CRCs (Certificates of Registration and Accreditation), as well as managing original/authenticated documentation and Technical Capacity Certificates.
Strategic involvement in competitive analysis and dispute management—including drafting well-founded rebuttals jointly with legal and technical teams, competitor assessment, and identifying grounds for disqualification. Ability to oversee the entire tender lifecycle—from pre-opening of the tender process through to awarding—ensuring compliance with legal, technical, and commercial requirements.
