The position will be based at the Country Office in Brazil (Brasilia) and will support IDB Executing Agencies and Project Leaders in the design, implementation, and closure of operations. In addition, it will contribute to strengthening fiduciary systems at national and subnational levels. FMP reports to the Vice Presidency for Countries and works collaboratively with IDB partners to support borrowing member countries in achieving their development objectives. This is accomplished through effective fiduciary oversight, specialized technical recommendations, and high-quality services that ensure the efficient and effective use of the Bank’s development resources. To fulfill this mission, FMP’s work focuses on: maintaining strategic dialogue with borrowing country authorities; providing guidance on the design and implementation of Bank-financed operations; and supporting the strengthening of fiduciary systems in eligible countries. As a highly decentralized division, FMP prioritizes: (i) incorporating knowledge and innovation into its operational and corporate work to promote more effective development solutions; (ii) improving decision-making based on business intelligence, relevant data, and analysis; (iii) using its resources efficiently through a planning framework that enables monitoring, measuring, and communicating results; and (iv) fostering a healthy work environment conducive to the individual and collective growth of FMP staff. FMP’s main areas of action include knowledge-based leadership, innovation and transparency; client-centered solutions; digitalization; connectivity; data-driven decision-making; communication; and collaboration. **What you’ll do** ------------------ * Actively and promptly participate as part of the project team throughout the entire project cycle, providing guidance on the optimal procurement approach to achieve expected results and ensure proper compliance with the Bank’s fiduciary requirements, in accordance with the highest standards. * Use the most up-to-date procurement tools available in the market, aligned with project needs, along with data analysis and business intelligence, to provide high-level technical advisory services on the design and execution of projects related to fiduciary procurement matters, including selection of procurement methods, handling of protests, and contentious issues raised by borrowers, bidders, and other Bank stakeholders. * Analyze the Bank’s procurement policies, procedures, and guidelines to ensure their correct application. Identify international best practices in procurement. Transform data into relevant knowledge to enhance the quality of specialized fiduciary advisory services provided to internal and external clients. * Lead high-level technical dialogues with government authorities to promote improvement and use of National Procurement Systems, as well as participate in fiduciary assessments (MAPs, GUS, among others), prepare contextual analyses, and promote strategies for the effective use and strengthening of public procurement systems in countries. * Promote strategic dialogue with stakeholders, including market actors and high-level technical groups, to improve current procurement tools. * Foster strategic alliances with other Multilateral Development Banks (MDBs) and international development partners to promote greater efficiency and standardization in project implementation requirements. * Actively support the Bank’s digital transformation, particularly regarding procurement activities, identifying challenges and implementing measures to achieve the institution’s digital transformation goals. * Ensure deep understanding of all aspects of the Bank’s procurement policies among staff, borrowers, and third parties. To this end, the Procurement Management Specialist will lead various initiatives—within the Bank or in countries—to promote awareness, capacity building, and gap closure. * Build a network of contacts within the country enabling synergies and ongoing exchange of fiduciary information among different stakeholders. * Encourage collaboration and knowledge sharing with other fiduciary specialists, units, borrowers, and third parties on all aspects of the Bank’s fiduciary policies, procedures, and experiences. * Promote equitable and inclusive treatment in the workplace and contribute positively to staff experience, in line with the Diversity, Equity, and Inclusion (DEI) Framework.
