This role evaluates emerging policy issues, works collaboratively with UPS leadership for the UPS Latin American business to identify UPS’s strategic positions and represents UPS in interactions with government officials, trade associations, and external stakeholders. The position ensures clear communication internally at UPS on potential policy changes, including assessment of risks and opportunities to ensure timely engagement from an advocacy, operational compliance, marketing positioning, and customer communication perspective. The position acts proactively to lead and manage policy work that results in effective UPS resource management, and alignment with corporate priorities. This position will require the candidate to be based at the UPS Latin American District office in Mexico City, Mexico. The candidate will be expected to work regularly from this office alongside the UPS Latin American business leadership, while also engaging in external meetings, events. **Key Responsibilities** **Policy Analysis & Strategy** * Analyze Mexico legislative and regulatory developments impacting UPS * Develop and recommend company positions on public policy issues * Monitor industry trends and stakeholder positions to inform strategy * Prepare briefing materials, position papers, and executive summaries **Government Relations & Advocacy** * Build and maintain relationships with elected officials, government agencies, and staff * Represent UPS in legislative and regulatory forums, including hearings and meetings * Influence policy outcomes through direct advocacy and coalition engagement **External Partnerships & Coalitions** * Manages relationships with trade associations such as the Mexico Express Courier Association and other business groups to secure support of UPS policy priorities and advocacy strategies. Works to ensure effective use of UPS resource investments in external groups to support UPS business. Ensures compliant engagement in all external associations. * Manages local Mexico Public Affairs consultants, including leadership of weekly status meetings and day to day engagement with consultants to help execute on UPS’s Public Affairs strategy. * Identify and build strategic alliances to support UPS policy priorities * Participate in industry and political events to strengthen external influence **Compliance & Ethics** * Ensure adherence to federal, state, and international lobbying and ethics regulations * Proactively monitor changes in compliance requirements * Take a leadership role alongside UPS Legal and Compliance functions for the Business Risk and Corporate Compliance process. Build action plans in coordination with relevant UPS functional representatives to manage risks.
