A company in the **civil construction** sector is seeking a professional to serve as a **Procurement Analyst**, with strategic and operational responsibilities in **public procurement processes**, including tender document analysis, proposal preparation, and pricing, ensuring competitiveness, compliance, and accuracy in bid participation.
**Main Responsibilities:**
Analyze public tender documents, evaluating technical, legal, and financial feasibility;
Prepare comprehensive commercial proposals, including cost breakdowns and pricing;
Develop detailed budgets, including quantity take-offs and direct and indirect costs;
Conduct critical reviews of project drawings, descriptive memoranda, and **budget spreadsheets**;
Coordinate and organize all documentation required for tender participation;
Monitor deadlines, public sessions, bids, and tender outcomes;
Prepare appeals, challenges, and clarification requests;
Maintain updated registrations with public agencies and procurement platforms;
Monitor opportunities and support strategy definition to enhance competitiveness;
Ensure control and archiving of procurement processes.
**Requirements:**
Completed **bachelor's degree** in Engineering, Building Technician, or related fields;
**Solid experience** in public procurement processes and proposal preparation;
Consistent hands-on experience with **budgeting**, pricing, and cost analysis;
Advanced proficiency in Microsoft Office Suite, especially Excel;
In-depth knowledge of the Public Procurement Law (Law No. 14.133/21);
**Analytical, organized profile with strong critical thinking skills** and results orientation;
Residence in Fortaleza/CE with availability for on-site work in the Castelão region.
**Preferred Qualifications:**
Experience in the civil construction sector;
Proficiency in procurement platforms such as Comprasnet, Licitações-e, Portal de Compras Públicas, among others;
Familiarity with budgeting software (e.g., Sienge, OrçaFascio, Volare, or similar).
**Working Hours:**
Monday to Thursday: 8:00 AM – 6:00 PM
Friday: 8:00 AM – 5:00 PM
Compensation: R$3.700,00 – R$4.200,00 per month
