It results from the combination of infrastructure, personnel, and technology, brought together to deliver services within a specific social context. The Specialized Medication Program (High-Cost Medication Program) was established in 1993; beginning in early 1999, the Ministry of Health’s Secretariat of Health Care (SAS/MS) implemented a management model that has proven highly effective and yielded positive outcomes; Clinical Protocols and Therapeutic Guidelines were developed for each medication to rationalize prescription and subsequent dispensing. High-Cost Medications are so designated due to their high unit cost or, because treatment is chronic (long-term), become excessively expensive for the population. With the widespread dissemination of the High-Cost Medication Program—which led to increased demand for patient care—and especially to guarantee population access to Program medications, specialized process management in the health sector became necessary, resulting in Partnership Agreements between SPDM and the São Paulo State Department of Health (SES/SP).
