PMO AND ENGINEERING MANAGER

Description

The PMO and Engineering Manager will be responsible for the integrated management of construction projects, investments, planning, and technical oversight of the condominium, serving as the primary leader of the engineering and construction area. This professional will play a strategic and operational role, responsible for leading master plan projects, annual investment construction projects, oversight of members' construction works, and management of the occupational safety team. The position requires strong leadership skills, high emotional intelligence, an owner's mindset, a sense of urgency, decision-making ability, and the capacity to act proactively—anticipating risks, unblocking issues, and driving deliverables independently without requiring constant board supervision. We seek a mature professional with a proven track record in major companies within the civil construction sector—including real estate developers, construction firms, or recognized engineering groups—preferably with experience in environments implementing PBQP-H, ISO 9001, quality management systems, compliance, governance, and multi-stakeholder management. Responsibilities Construction and Project Management Lead the planning, budgeting, scheduling, execution, and delivery of master plan and annual investment construction projects. Directly manage infrastructure, renovation, expansion, and modernization projects for clubs and other condominium areas. Ensure project execution within defined timelines, budgets, quality standards, and scope. Serve as the interface between the board, construction management firm, designers, suppliers, service providers, and other internal departments. Attend construction meetings, issue directives, monitor deliverables, and ensure achievement of established goals. Assess risks, anticipate problems, propose solutions, and independently take charge of situations. Ensure governance over contracts, progress measurements, schedules, contract amendments, budgets, and project performance indicators. Develop and monitor performance indicators (schedule, cost, quality, variances, productivity, and risks). Management of the Construction Management Firm Act as the primary liaison with the contracted construction management firm. Ensure alignment among the construction management firm, designers, suppliers, and internal teams. Validate schedules, reports, progress measurements, quotation maps, scope definitions, and physical-financial progress of construction projects. Ensure the construction management firm operates in accordance with the association’s standards, processes, and objectives. Oversight of Members’ Construction Projects Lead the team responsible for reviewing and approving members’ construction project submissions. Ensure submitted projects comply with internal regulations, applicable legislation, and condominium technical standards. Coordinate oversight of members’ construction projects to guarantee adherence to approved designs. Address conflict situations, design deviations, irregularities, delays, and member-related issues. Occupational Safety Management Lead the team responsible for occupational safety oversight across all condominium construction sites and operations. Ensure compliance with regulatory norms, internal policies, and legal safety requirements. Proactively identify risks and implement corrective actions. Promote a safety culture, operational discipline, and compliance on construction sites. Leadership and Team Management Lead, develop, motivate, and monitor the performance of the engineering, inspection, and occupational safety teams. Foster a high-performance environment grounded in accountability, collaboration, and results orientation. Practice hands-on team management by setting priorities, tracking deliverables, and encouraging technical and behavioral development. Be a present, approachable, and inspiring leader. Adopt an owner’s mindset toward the area, assuming full responsibility for issues and driving deliverables to completion. Education Bachelor’s degree in Civil Engineering is mandatory. Active registration with CREA is required. Postgraduate studies, an MBA, or specialization in Project Management, Construction Management, PMO, Engineering, Quality, Facilities, or related fields will be considered a strong advantage. Preferred Education Undergraduate Degree: Civil Engineering * Bachelor’s degree in Civil Engineering is mandatory. Active registration with CREA is required.* Other Requirements Professional Experience Proven experience in leadership roles within engineering, construction, PMO, or project management. Experience with major construction firms, real estate developers, engineering companies, or high-standard market-recognized groups. Experience in structured environments implementing PBQP-H, ISO 9001, quality management, compliance, and governance. History of leading multidisciplinary teams. Experience simultaneously managing multiple projects, contracts, and stakeholders. Experience in budgeting, scheduling, planning, inspection, supplier management, contract administration, and progress measurements. Experience in high-end construction projects, infrastructure, retrofitting, clubs, common areas, condominiums, or complex developments is a strong advantage.
