Result of Service As a final result, it is expected to strengthen the governance and results-oriented management of the ENCP, by structuring a Monitoring and Evaluation (M&E) process that consolidates the methodology, objectives, indicators, sources, and monitoring mechanisms for the initiatives outlined in the Action Plan. Work Location Brasília Expected duration 90 days Duties and Responsibilities The objective of the National Public Procurement Strategy (ENCP) is to promote sustainable development, understood in its three fundamental dimensions: economic, social, and environmental. However, for public procurement to reach its full transformative potential, it is essential that adequate institutional conditions exist for implementing the strategy's actions. This requires attention to elements that structure public procurement processes, such as systems, data, regulatory frameworks, and above all, the people involved in these activities. Therefore, the ENCP also incorporates a fourth dimension: management, which focuses on strengthening state capacities necessary to ensure the effectiveness of public procurement policies. The National Public Procurement Strategy (ENCP) has been developed through a collaborative, participatory, and evidence-based process. Its objective is to establish national guidelines to guide public managers in public procurement, taking into account the diversity and complexity of the Brazilian reality. Since 2023, the development of the ENCP has progressed through several complementary stages, including the issuance of Decree No. 11,890/2024, which established the Interministerial Commission for Public Procurement for Sustainable Development (CICS). The MGI-CEPAL Work Plan for the period 2024-2025 significantly contributed to this process by producing studies and technical inputs, as well as systematizing and critically analyzing various initiatives, including the following: • Conducting national workshops with experts, public managers, civil society representatives, and private sector representatives (2023 and 2024); • Conducting qualitative research with analysis of international (benchmark) and national references, interviews, and consultations with national and international experts (2024); • Hosting an international seminar with multilateral organizations and prominent experts (2025); and • Conducting national and regional workshops focused on active listening of federal entities (2025). Based on contributions generated throughout previous stages and the institutional accumulation provided by CEPAL-MGI cooperation, the current challenge is to consolidate the ENCP as an instrument for productive, social, and environmental development and establish the foundations for its effective implementation. In this regard, a Monitoring and Evaluation (M&E) process is expected to be established as part of the Action Plan, enabling measurement of its progress and outcomes and providing information for continuous improvement of the Strategy. Monitoring and evaluation of the ENCP policy should support decision-making processes, strengthen inter-institutional governance, contribute to transparency and accountability of the policy (accountability), and generate evidence of its effectiveness and impact. This process requires defining qualitative and quantitative indicators, verification sources, data collection and analysis methodologies, as well as monitoring cycles that provide relevant feedback to public administration. The consultancy aims to develop a methodological proposal for Monitoring and Evaluation of the ENCP Action Plan, including the definition of objectives and qualitative and quantitative indicators, monitoring cycles, verification sources, and reporting mechanisms, to support the institutionalization of the ENCP as a strategic public management tool. Consultancy services may be delivered remotely, with the possibility of in-person participation in validation and results presentation activities. In close collaboration with MGI, ECLAC, and the project’s technical team, the consultant will: a) Develop a detailed work plan, including methodology, work stages, and activity schedule, to guide the development of the ENCP Action Plan Monitoring and Evaluation proposal. b) Support the planning and execution of virtual technical meetings with the team and workshops with key stakeholders to gather information, validate methodological assumptions, and discuss preliminary elements of the M&E proposal. c) Systematize discussions and contributions from technical meetings, identifying consensus points, challenges, and recommendations for improvement. d) Develop the M&E methodological proposal, including the definition of objectives and qualitative and quantitative indicators, sources and means of verification (indicator dictionary), monitoring cycles, and reporting mechanisms. e) Prepare an M&E proposal incorporating presented observations and suggestions, consolidating the final version, including corresponding methodological notes. f) Participate in periodic meetings for discussion and coordination with MGI and ECLAC. Qualifications/special skills - Bachelor's degree in Economics, Social Sciences, Administration, Production Engineering, Public Management and Policy, Accounting Sciences, or related fields. At least five (5) years of professional experience in activities related to monitoring and evaluation of public policies, government programs, or institutional strategies and/or related topics. Desirable - Publications in the field of monitoring and evaluation of public policies, government programs, or institutional strategies. Languages * Fluency in Portuguese Additional Information Outputs/ Works Assignment: The consultant will support the consolidation and implementation process of the ENCP and deliver 3 reports (products) in the following order and dates: – Product 1 - Work plan containing a detailed proposal of methodology, work stages, and activity schedule. To be submitted within 20 days after contract commencement. – Product 2 – Preliminary version of the M&E proposal for the ENCP Action Plan, including qualitative and quantitative objectives and indicators, monitoring cycle, sources and means of verification (variable dictionary). The document must also include a systematization of the technical meetings held. To be submitted within 60 days after contract commencement. – Product 3 – Final version of the M&E proposal for the ENCP Action Plan, consolidating improvement suggestions provided by the MGI and ECLAC teams, including the proposal’s methodological notes.
