The Engineering Technical Consultant is responsible for identifying, designing, tendering, contracting, and supervising engineering construction and services—including civil construction, mechanical installation, electro-technical works, automation, equipment installation and maintenance, operational bases, branches, and offices of the Company—while assessing all associated risks and ensuring service execution complies with technical specifications, structural sizing, procedures, sectoral legislation, technical standards (internal, corporate, national, and international), quality standards, cost targets, deadlines, engineering best practices, health, safety, and environmental requirements. **Responsibilities and Duties** * Conduct technical inspections to identify and assess engineering construction and service needs, including comprehensive mapping of all technical and operational risks involved; * Identify engineering services required for construction, installation, and maintenance of bases and terminals, in accordance with the Company’s standards, regulations, and engineering best practices; * Develop preliminary project concepts for implementation, equipment layout, and location; technically evaluate executive projects prepared by designers and calculators for each construction phase, aligned with engineering standards; * Research, develop, and qualify suppliers capable of delivering services compliant with identified specifications; * Prepare tenders to achieve optimal cost-efficiency for construction projects while meeting required quality, safety, and deadline standards; * Report to Supervision/Coordination and Management any internal or external request or claim regarding products or services not previously and explicitly authorized, in accordance with the Company’s parameters and instructions; * Monitor construction and other service execution, ensuring adherence to project specifications and technical manual requirements, within agreed timelines, budget, and expected quality standards; * Ensure strict compliance with FHP procedures — Fatal Hazard Protocols — and all OMS Safety Instructions — the Corporation’s Operational Management System (or any successor programs); * Guarantee flawless implementation of corporate branding and standardized use of the brand and all related communication elements across bases, terminals, and other Company units; * Support and collaborate with the Operations team on engineering services required for construction, installation, and maintenance of Operational Bases and Administrative Branches; * Prepare various reports to support, disseminate, and forward information and other data relevant to the role to immediate supervisors, other departments of the Company, and external agencies, per pre-established norms and procedures; * Keep suppliers, service providers, material manufacturers, and technology vendors updated on required documentation for operating within the Company (policies, NIs, procedures, manuals, etc.); * Issue, monitor, and evaluate engineering inspection reports and technical opinions for equipment, buildings, installations, bases, terminals, oil pipelines, and biofuel pipelines, as well as for suppliers. **Requirements and Qualifications** * Degree in Engineering (Civil, Mechanical, Electrical, Environmental, Production, or equivalent); * Minimum 3 years of professional experience in the field; * Advanced Excel proficiency; * Power BI; * Intermediate English; * Assertive communication; strong interpersonal skills; negotiation aptitude; flexibility; decision-making capability; * Preferred: Postgraduate degree / Experience in the fuel industry / Proficiency in MS Project and AutoCAD. **Additional Information** * Health Insurance; * Dental Insurance; * Meal Voucher; * Life Insurance; * Private Pension Plan; * Profit Sharing (PLR); * TotalPass.
