Optimization of the company's position in the civil construction market. **Job Objective** Coordinate and manage the entire public and private tender process, ensuring the company's competitive and strategic participation in tender notices and bidding procedures. Guarantee compliance with legal, technical, and commercial requirements to maximize success rates in contracts and strengthen the company's position in the civil construction market. **Responsibilities** * Plan, coordinate, and supervise all stages of tender processes (tender notice analysis, proposal preparation, submission, and follow-up). * Ensure compliance with current legislation (Law No. 14.133/21 and related regulations). * Conduct technical and commercial analysis of tender notices, identifying risks, opportunities, and mandatory requirements. * Coordinate the preparation of technical and financial proposals in partnership with Engineering, Budgeting, Legal, and Commercial departments. * Monitor deadlines, documents, and certificates required for company qualification in tender processes. * Participate in public tender sessions (in-person and electronic) and monitor outcomes. * Maintain relationships with public agencies, municipal governments, concessionaires, and private contracting companies. * Supervise the tender team and support technical development of team members. * Monitor and propose improvements to internal tender processes, ensuring agility and compliance. * Manage performance indicators (success rate, deadlines, proposal quality, and profitability). **Academic Qualifications** * Bachelor's degree completed in **Civil Engineering**, **Business Administration**, **Law**, or **Public Management**. * Postgraduate degree in **Tender Management**, **Contract Management**, or **Strategic Planning** is desirable. **Required Knowledge** * Tender legislation (Law No. 14.133/2021 and complementary regulations). * Interpretation of tender notices and administrative contracts. * Analysis of cost spreadsheets and price composition. * Electronic public procurement systems (Comprasnet, BLL, Licitanet, etc.). * Basic knowledge of accounting and construction budgeting. * Advanced Office suite (especially Excel and Word). * Familiarity with tender management software and ERP systems (TOTVS, Sienge, or similar). **BENEFITS:** Dental care Incentive Program – basic food basket, meal allowance, hygiene and cleaning supplies.
