Job Summary: Act as the technical liaison between Procurement, Projects, and Construction, focusing on technical qualification, on-site support, budgetary analysis, negotiations, and process control. Operational Coordination Act as the technical liaison between Procurement, Projects, and Construction, with emphasis on technical qualification of procurement and measurement processes, direct support to Expansion and Renovation construction sites, and rigorous budgetary analysis. Responsible for negotiations, process control, technical quantification, technical equalization, and validation of commercial proposals. **Technical and Strategic Alignment with Construction Projects;** .Participate in construction and engineering planning meetings. * Interpret execution drawings, descriptive specifications, and schedules to anticipate procurement requirements. * Serve as the technical liaison among engineering, procurement, warehouse, and suppliers. **Technical Procurement Management;** * Lead strategic negotiations for renovation, expansion, and maintenance projects. * Prepare and analyze competitive bidding maps and technical-commercial proposals. * Perform **technical equalizations based on measurements extracted from drawings**. * Provide technical support for drafting supplier contracts. **Measurements, Quantification, and Budgetary Validation;** * Extract **quantitative measurements directly from CAD and PDF drawings**. * Prepare **structured quotation spreadsheets by item, unit, and unit price (UP)**. * Critically analyze commercial proposals received from suppliers. * **Compare measurements against the budgeted scope**, identifying discrepancies and ensuring transparency. * Support the engineering department in reviewing quantities and conducting field surveys. **Operational Coordination;** * Organize the procurement cycle (from requisition to delivery). * Monitor supply chain performance indicators and procurement efficiency. * Develop and provide technical guidance to a subordinate procurement analyst. **Governance, Communication, and Continuous Improvement;** * Maintain digitized technical and procurement documentation compliant with standards. * Propose improvements to spreadsheet templates and measurement routines. * Contribute best practices in procurement and budgeting across the entire team.
