




**CONTEXT AND PROJECT DESCRIPTION:** AVSI Brazil is a non-profit civil society organization, founded in 2007, that works to improve the living conditions of people in situations of vulnerability. It operates in partnership with international cooperation actors, the public sector, and the private sector. Linked to the AVSI Foundation—an Italian NGO active in Brazil since the 1980s—its mission is to promote people’s protagonism in their own development, as well as that of their families and communities. It implements social projects based on a methodology of integral and solidarity-based development, focused on autonomy and human dignity. In recent years, Venezuela has experienced a severe crisis, resulting in social vulnerability and a humanitarian emergency manifested through intense migration into Brazilian territory. In 2018, in response to this demand, the Federal Government launched Operation Welcome, whose objective is to ensure assistance for Venezuelan refugees and migrants. The operation comprises a series of strategies—including documentation regularization, immunization, reception, and voluntary relocation—aimed at assisting vulnerable individuals by relocating them from municipalities in Roraima to other cities across Brazil. AVSI Brazil participates in the federal response to the Venezuelan humanitarian emergency under Operation Welcome and, in this context, formalized a Collaboration Agreement with the Ministry of Social Development (MDS) to operate in four (4) reception centers (shelters) for Venezuelan refugees and migrants in the cities of Boa Vista and Pacaraima, in Roraima. **SUMMARY JOB DESCRIPTION:** Under the supervision of the Community-Based Protection Officer, the Community-Based Protection Assistant shall support the implementation of community-based protection activities, particularly focusing on preventing violence within the shelter community environment, mitigating risks and vulnerabilities. This role works closely with community participation in the shelters, as well as with the Protection Officer, observing priorities identified in each setting and applying the age, gender, and diversity policy to engage the target population. **MAIN DUTIES AND RESPONSIBILITIES:** Support active case-finding and monitoring of persons with specific needs, maintaining updated indicators of highest incidence in this area and ensuring timely engagement of relevant stakeholders; Support community-based protection activities and work closely with other sectors and functions within the shelter to mitigate risks and vulnerabilities arising in breach of minimum protection standards. Support the mapping and strengthening of positive leadership within the shelters; Implement and monitor community activities (e.g., workshops, meetings, information sessions, profile-specific support groups), and facilitate the spaces, structures, and resources required for their delivery; Support the development and maintenance of the project’s activity calendar at the shelter, ensuring clear communication among partners and with the target population; Contribute to community communication strategies regarding the project activities being implemented; Provide attention and reception to persons of concern and/or their families; Based on indicators showing the highest incidence of rights violations within the shelter, support the development of community-based protection strategies; Support dissemination of protection-related information and mapping of key actors, with emphasis on prevention and response to gender-based violence (GBV) and violence against children and adolescents, ensuring timely, safe, effective, and efficient information outreach to the target population, in line with established community communication strategies within the shelter; Promote cooperative work with local protection network actors and Operation Welcome partners, seeking partnerships and collaborative activity development; Support the design and implementation of activity plans and dynamics to be carried out during sessions and activities in the shelters, aligned with themes defined as priorities; Foster a safe and trustworthy environment for conflict resolution among the target population and, when applicable, between the target population and the support team. Work to build trust-based relationships with the community, always respecting the code of ethics and humanitarian principles; Keep attendance records up to date for all activities conducted; Update the database daily, including daily attendance and protection indicators; Support continuity of projects to ensure ongoing protection presence and prevention of GBV and other cases; Other tasks as may be assigned by the Community-Based Protection Officer (GBV) or project management, necessary for full implementation of UNHCR’s programme at the location.
