A Technical Purchaser’s mission is to ensure the procurement of the best service providers to meet project demands while adhering to quality, schedule, and cost requirements. **Responsibilities and Duties** * Monitor service execution; * Analyze demand and define quotation strategy for services; * Evaluate supplier assessments and determine corrective and preventive actions; * Review projects and technical specifications for purchasing and/or contracting; * Analyze proposals and budgets to prepare the competitive bidding matrix; * Review and monitor management reports; * Analyze service scopes contracted via procurement; * Review projects and technical specifications for purchasing and contracting; * Reconcile planned vs. actual construction budgets; * Conduct quotations and equalization using the service competitive bidding matrix; * Create purchase orders; * Define strategies to develop procurement and contracting options and alternatives; * Draft supplier contracts; * Negotiate with all suppliers participating in the competitive bidding matrix; * Prospect local, regional, and national service suppliers; * Visit construction sites to align service scopes; * Manage Class A portfolios within the procurement process; * Monitor and manage financial health of service providers; * Support leadership in monitoring departmental KPIs. **Requirements and Qualifications** * Bachelor’s degree in Civil Engineering, Architecture, Business Administration, or related fields; * Relevant work experience; * Experience in procurement routines; * Experience in the civil construction sector.
