End-to-end management of procurement and contractual processes Job Objective Responsible for analyzing tender documents for construction and engineering services, coordinating technical and administrative documentation, preparing commercial proposals, monitoring procurement processes, and ensuring the company's compliance with contracting public agencies. Main Responsibilities Monitor opportunities on public procurement portals and the National Public Procurement Portal (PNCP). Analyze tender documents, terms of reference, basic projects, and executive projects. Evaluate technical, legal, and financial requirements of tenders. Prepare company qualification documentation. Request and monitor technical capacity certificates, CATs, and portfolios from CREA/CAU. Develop budget spreadsheets and support pricing formation. Participate in electronic auctions, public tenders, and other procurement modalities. Draft objections, clarifications, and administrative appeals when necessary. Monitor contracts, progress measurements, price adjustments, and addenda after contract award. Maintain updated certificates and registrations in government systems. Requirements Mandatory Completed or ongoing undergraduate degree in Civil Engineering, Business Administration, Law, Public Management, or related fields. Proven experience with public procurement processes for construction and engineering services. Knowledge of Law No. 14.133/2021. Proficiency in reading and interpreting tender documents. Experience with public procurement portals and electronic auctions. Advanced Excel proficiency. Preferred Qualifications Experience with SINAPI, SICRO, and cost composition. Knowledge of construction budgeting. Knowledge of public contracts. Certifications or training courses in procurement and administrative contracts.
