Desirable Qualifications: * Intermediate English proficiency; advanced English is a plus. Key Responsibilities: * Manage procurement and contracting processes—including contract amendments and claims—for infrastructure services and/or industrial construction/equipment projects. * Prepare and analyze comparative proposal matrices, schedules, cash flow forecasts, CPU (Unit Price Composition), BDI (Benefits and Indirect Expenses), direct and indirect costs, field monitoring of contract/project progress, and cost breakdowns for proposal validation. * Read and interpret engineering drawings and documents (e.g., layouts, arrangement plans, diagrams, data sheets, specifications, technical memoranda, etc.). * Conduct technical evaluations of proposals and contracts to ensure compliance with engineering standards and specifications, and develop the process risk matrix. * Negotiate with suppliers and service providers to secure competitive commercial terms aligned with internal policies. * Develop procurement strategies to optimize costs and timelines. * Serve as the Procurement interface in pricing strategies and negotiations with Legal, Tax, Insurance, Finance, ESG, and other departments. * Monitor supplier performance indicators and propose continuous improvement initiatives. * Ensure compliance with applicable legal, regulatory, and safety requirements. 2512070202191909193
