About the Role We are seeking a Procurement Analyst with proven experience to manage end-to-end public procurement processes under **Law 14.133/2021**, ensuring technical, legal, and proposal competitiveness. The candidate will act from tender notice analysis through qualification, appeals, and support during the contractual phase. Responsibilities * Analyze **Tender Notice/RFP**, appendices, and risk matrix; extract all qualification requirements (legal, tax, economic-financial, technical, and technical-operational). * Structure **proposals and cost spreadsheets/BDI**, including taxes and margins. * Prepare, review, and file **qualification documents** (certificates, balance sheets, certificates of performance/ART/CAT, declarations, insurance policies/guarantees). * Operate procurement portals (**Compras.gov.br, state/municipal and other portals**), conduct bidding, negotiations, and upload attachments. * Draft **challenges, clarification requests, appeals, and counterarguments**. * Maintain an **opportunity pipeline** (monitoring notices), deadline schedule, and document governance (checklists per tender notice). * Support **contract management** (amendments, price adjustments/rebalancing, progress measurements, guarantees, insurance policies, and deliverables). Mandatory Requirements * **Experience** in public tenders with a track record of participation/victories. * Practical expertise in **Law 14.133/2021** and related decrees. * Experience in **price formation** and **cost spreadsheets/BDI**. * **Advanced Office suite proficiency.** Preferred Qualifications * Prior experience in **services** (Maintenance, School Transportation, or Vehicle Leasing).
