Definition and Objective PMOC is a set of documents compiling information regarding air conditioning and refrigeration systems within a facility, including building data, equipment specifications, technical responsible parties, and maintenance schedules. Its primary objective is to ensure cleanliness, preservation, and proper operation of these systems, thereby preventing proliferation of fungi, bacteria, mites, and other agents that may harm occupants' health. Legal Requirement PMOC preparation is mandatory under Law No. 13,589/2018, known as the PMOC Law, which replaced Ministry of Health Ordinance No. 3,523/1998. The law stipulates that all public and collective-use buildings equipped with artificial air conditioning systems having thermal capacity equal to or exceeding 60,000 BTU/h must maintain an updated and duly executed maintenance plan.
