




Description: Apply quickly via email: Requirements and qualifications: * Analyze and qualify, from a technical and business perspective, B2G market opportunities, issuing technical and feasibility opinions that support strategic decision-making for GO/NOGO. * Conduct thorough and detailed analysis of Bids, RFIs (Request for Information), and RFPs (Request for Proposal), interpreting technical requirements, scope, assumptions, constraints, identifying potential risks, and proposing effective mitigation plans to ensure full compliance of proposed solutions. * Deeply understand the regulatory context and specificities of the public market, anticipating implicit questions and requirements. * Actively collaborate with Business, Customer Success, and TAS (Architecture and Solutions Team) teams in the development, design, and sizing of solutions. * Contribute from conception to technical validation of products and services, with a primary focus on custom software development, Agile SQUADS, software factories, allocation of specialized labor, system maintenance, and mobile solutions. * Apply and master effort estimation methodologies such as Function Points (FP), User Story Points, and other software estimation techniques and metrics to ensure accuracy and precision in project budgets and schedules. * Lead or support requirements gathering sessions, discovery of client needs, and problem clarification using agile and design thinking methodologies (e.g., Design Thinking, Brainstorming, Prototyping) to structure and validate the most suitable and innovative solutions and business models. * Lead the complete and detailed structuring of budgeting and pricing spreadsheets, including research, sizing, and calculation of all involved costs: labor (salaries, benefits, payroll charges), salary surveys, software and hardware licenses, infrastructure (servers, cloud computing), travel expenses, training, certifications, and any other direct and indirect inputs and expenses necessary for project execution. * Technically and financially validate budgets and cost/pricing spreadsheets for IT services and software solutions developed in close collaboration with Technology and Delivery teams, ensuring not only compliance with bidding documents and contracts but also adherence to public procurement regulations (Law No. 14,133/21, normative instructions, decrees, etc.) and industry best practices. * Ensure the creation, adjustment, and continuous refinement of pricing sheets and technical proposals in response to quotations, guaranteeing all information is accurate, up-to-date, competitive, and strictly compliant with client requirements and applicable regulations. * Structure, design, and present the Pricing (DRE) for each proposal or project, ensuring clarity of financial indicators and economic viability of the business for management and other stakeholders. * Provide specialized technical support and detailed input to the legal department in cases of challenges, appeals, counter-arguments, and other issues related to bidding processes, acting as an expert in the technical interpretation of bids and proposals. * Prepare and submit requests for clarifications and challenges to bidding authorities and demanding companies, seeking to clarify ambiguities, contest unfavorable requirements, and optimize proposal alignment. * Conduct technical inspections, market research, and supplier consultations to achieve optimal sizing and costing for proposed services and solutions. * Stay continuously updated on market trends, emerging technologies, best practices in the ICT sector, and, critically, all legislation, normative instructions, ordinances, regulations, and manuals related to public IT procurement and governance. * Develop technical documents, reports, and presentations describing defined and validated solutions, ensuring their understanding, technical and financial feasibility, and legal compliance for both internal and external audiences (clients and regulatory bodies). * Connect customer needs with innovative solutions, including those proposed by Startups and Govtechs, actively participating in defining and structuring new business models aligned with company strategy and market demands. Desirable: * Bachelor’s degree in Computer Science, Computer Engineering, Information Systems, Systems Analysis and Development, Business Administration, or related fields; * Postgraduate specialization in Project Management (PMI, PRINCE2), IT Management, Public Management, Administrative Law, Public Procurement Legislation, or related areas will be an advantage; * Knowledge of agile methodologies such as Kanban, Scrum, SAFE, and intermediate English; * Knowledge of Legislation and Bidding Processes, Business and Financial Analysis; * Proficiency with frameworks such as ITIL and COBIT; * Experience in Information Technology with focus on analysis, architecture, specification, technical validation, and crucially, budgeting and pricing of solutions, especially in software development and IT services; * Ability for technical leadership, strategic communication, and effective facilitation between business, finance, technology, and legal teams; * Experience in business development and technical consulting with strong pre-sales orientation in structuring technical and pricing proposals that resulted in acquisition of new contracts; * Experience analyzing bidding notices and public procurement legislation in developing, validating, and negotiating technical and pricing proposals in complex bidding processes; * Desired experience in the B2G (Business to Government) segment with deep understanding of the dynamics, regulatory requirements, and sales cycles of this market.
