Job Summary:
A professional responsible for planning, organizing, and executing public procurement and tendering processes, ensuring legality and transparency.

**Responsibilities:**
* Plan, organize, and execute public procurement processes in accordance with applicable legislation (Public Tendering and Administrative Contracts Law).
* Draft and review terms of reference, tender notices, and other documents required for tendering procedures;
* Conduct market research to determine estimated prices and assess the feasibility of acquisitions;
* Monitor tendering processes throughout all stages (issuance, evaluation, approval, and award);
* Analyze commercial proposals and qualification documentation submitted by participating suppliers;
* Negotiate commercial terms with suppliers to ensure cost-effectiveness and advantage for the Public Administration;
* Issue and monitor purchase orders and administrative contracts;
* Provide support to requesting departments regarding procurement needs and clarification of tendering procedures;
* Ensure transparency and legality of processes in accordance with principles of Public Administration;
* Prepare management reports and maintain up-to-date records of procurement and tendering processes;
* Respond to internal and external audits by providing required documents and information.

**Requirements:**
* Minimum age of 18 years at the time of admission;
* Compliance with electoral and military obligations (where applicable);
* No familial relationship up to the third degree with institutional employees;
* Physical and mental fitness for the role;
* No prior dismissal for just cause;
* Completed high school education or ongoing/completed higher education in Administration or related fields;
* Basic knowledge or familiarity with legislation applicable to public tenders and administrative contracts (Law No. 14.133/2021 is considered an advantage);
* Prior experience in administrative or procurement roles is an advantage;
* Proficiency in Microsoft Office, especially Excel;
* Familiarity with administrative routines and document analysis;
* Organizational skills, attention to detail, and adherence to deadlines;
* Strong communication skills and interpersonal abilities.
