The Technical Purchaser's mission is to ensure the hiring of the best service provider to meet construction project demands, adhering to quality, timeline, and cost requirements. **Responsibilities and Duties** * Monitor service execution; * Analyze demand and define quotation strategy for services; * Analyze supplier evaluations and define corrective and preventive actions; * Analyze projects and technical specifications for procurement and/or contracting; * Analyze proposals and budgets to prepare the competitive bidding matrix; * Analyze and monitor management reports; * Analyze service scopes contracted via procurement; * Analyze projects and technical specifications for procurement and contracting; * Reconcile budgeted vs. actual construction budgets; * Conduct quotations and equalization using the competitive bidding matrix for services; * Create purchase orders; * Define strategies to develop purchasing and contracting options and alternatives; * Draft supplier contracts; * Negotiate with all suppliers participating in the competitive bidding matrix; * Prospect service suppliers in local, regional, and national markets; * Visit construction sites to align service scopes; * Manage Portfolio A within the procurement process; * Monitor and manage the financial health of service providers; * Support leadership in monitoring departmental KPIs. **Requirements and Qualifications** * Bachelor's degree in Civil Engineering, Architecture, Business Administration, or related fields; * Relevant work experience; * Familiarity with procurement routines; * Experience in the civil construction sector.
