Join us! **What You’ll Do:** **Monitor daily** bidding opportunities on official platforms such as PNCP, ComprasNet, BEC, SGPE, LICSC, and other state and municipal systems. **Critically analyze** tender notices, minutes, terms of reference, technical annexes, and draft contracts—identifying risks, inconsistencies, mandatory requirements, and key points requiring attention. **Prepare comprehensive technical and commercial proposals**, covering legal, technical, tax-related, and all other documentation required by tender notices. **Develop bidding risk matrices**, assessing financial and operational impacts, and suggesting participation strategies. **Draft and file** objections, administrative appeals, statements, and counterarguments with technical precision and sound legal grounding. **Manage the full contract lifecycle**, from signing through termination—including term monitoring, amendments, economic rebalancing, regulatory compliance, and performance indicators. **Collaborate closely with internal departments** (engineering, finance, legal, and executive management), ensuring full information alignment prior to proposal submission. **Organize and maintain up-to-date** the corporate repository of essential documents: certificates, financial statements, performance attestations, technical portfolios, ARTs (Technical Responsibility Annotations), and other records. **Serve as the compliance control point** during qualification processes, ensuring all legal and technical requirements are fully met. **Support post-bid activities**, participating in negotiations, clarifications, award approval, and adjudication stages. **We’d Love It If You Have the Following Qualifications:** **Proven experience in public procurement processes**, including electronic/in-person auctions, public tenders, RDC (Regime Diferenciado de Contratações), and Price Registration Systems. **Thorough knowledge of applicable legislation**, especially Law No. 14,133/2021, Decree No. 10,024/2019, related normative instructions, and familiarity with common case law. **Solid experience managing public contracts**, including drafting and reviewing amendments, term management, economic-financial rebalancing, and developing risk matrices. **Knowledge of engineering works and services** is considered a plus, particularly in electrical and infrastructure areas. **Advanced Microsoft Office suite proficiency**, with mandatory expertise in Excel and Word. **Ability to interpret technical documents**, such as project designs, budget spreadsheets, and calculation memoranda.
