




Job Summary: The Project Officer will support the planning and implementation of the Access Program by managing projects, operations, and data to strengthen the program’s advocacy and positioning. Ability to work in multidisciplinary teams Description: * Completed undergraduate degree; * Postgraduate degree in Information Management, Project Management, Data Analysis, or related fields is desirable; * Intermediate fluency in English (spoken and written), at B2 level or higher; * Intermediate fluency in Spanish (spoken and written), at B2 level or higher; * Prior experience/knowledge in implementing the Access Methodology will be considered an asset; * Practical knowledge of computer tools (Word, Excel, PowerPoint, Power BI, and internet); * Practical knowledge of data management and analysis tools, and operation of BI panels; * Familiarity with virtual learning or facilitation resources will be considered an asset; * Knowledge of the ICRC mandate; * Ability to work in dynamic environments and coordinate multiple activities simultaneously; * Willingness to travel. Under the supervision of the Access Program Coordinator and aligned with ICRC objectives, the Project Officer will have the following responsibilities: 1\. Simplification Project: * Support planning of the Program regarding various management and implementation processes of Access, covering schedule, budget, scope, stakeholders, quality, and monitoring indicators; * Draft documents, strategic guidelines, and regulations for the Program’s digital resources, as well as oversee their implementation with the contracted digital development consultancy; * Collect, manage, and maintain traceability of requirements, needs, and constraints related to digital tools used in the simplification process; * Manage the consultancy responsible for developing the Program’s simplification digital tools; * Monitor the consultancy’s budget, scope, and timelines for digital resources to ensure timely execution; * Manage the review and validation phase of digital tools with the Program Coordination. 2\. Access Operations: * Develop strategies for deploying and enhancing the Access Digital Platform with Program partners, considering the simplification project; * Manage consultancy services for implementing and training partners—both current and future—on the Access Digital Platform; * Monitor partners’ implementation of the Access Digital Platform and applications, providing capacity-building and support whenever needed; * Manage and develop the roadmap, user training, and handover process for the Access Digital Platform to partners, based on inputs from internal and external stakeholders, research findings, and the Program’s own insights; * Serve as the focal point for users and IT specialists at each Access partner organization, providing guidance on the Digital Platform system; * Compile best practices in using and monitoring the Access Digital Platform for sharing across the Program’s partner network; * Promote cross-cutting initiatives and external dialogue aimed at maintaining and continuously improving the Access Program’s digital resources (Access Platform, Apps, E-Learning Platform, digital tools for the simplification process, etc.); * Monitor budget and financial execution, delivering reports and/or briefings to the Program Coordination within agreed timelines. 3\. Data Management: * Collaborate with and operate under the supervision of the Access Program Project Coordinator to compile data collected from partners for the Program’s Monitoring for Results (MfR); * Develop guidelines on data management and adherence to data protection principles; * Provide recommendations to partners on managing and analyzing Program data collected via available digital resources (Access Digital Platform, mobile application, e-learning platform, etc.); * Raise partners’ awareness regarding data usage and protection; * Receive data from partners, compile, analyze, and generate evidence-based reports to strengthen the Program’s advocacy and positioning; * Ensure compliance with applicable regulations and ICRC data protection policies; develop and deliver data protection recommendations to Access Program partners, grounded in the ICRC Data Protection Framework. ADDITIONAL RESPONSIBILITIES * Support other Access Program activities as required and agreed upon with the Program Coordination; * Track all messages and correspondence related to work with relevant contacts and departments; * Understand the delegation’s objectives and be well-acquainted with the Movement and other relevant contacts for this position; * Collect and share information to improve the ICRC’s understanding of the environment and humanitarian trends and responses; * Represent the ICRC appropriately during activities, meetings, and fieldwork, avoiding any activity that could negatively impact the ICRC’s image; * Take responsibility for one’s own learning and professional development; * Work collaboratively, cross-functionally, proactively, and synergistically with other departments in the Regional Delegation as required. 2512190202551927214
